  1. Preheat oven to 375°F (190°C) and grease a 9×9-inch (23×23 cm) baking dish.
  2. In a bowl, whisk together cake flour, baking powder, and salt.
  3. In another bowl, beat butter and sugar until fluffy. Add the egg and vanilla, mixing until smooth.
  4. Alternately add the flour mixture and milk to the butter mixture, mixing just until combined.
  5. Gently fold in blueberries, being careful not to crush them.
  6. Pour the batter evenly into the prepared pan.
  7. For the streusel, mix sugar, flour, cinnamon, and cubed butter until crumbly. Sprinkle evenly over the batter.
  8. Bake 35–40 minutes, or until a toothpick inserted in the center comes out clean.
  9. Let cool for at least 10 minutes before serving.
