• 3 tbsp butter
• 3 tbsp all-purpose flour
• 2 cups milk (warm)
• 1 cup heavy cream
• ½ cup grated Parmesan cheese
• 1 cup shredded mozzarella
• ½ tsp nutmeg (optional)
• ½ tsp salt
• ¼ tsp white pepper
