In a bowl, mix together mashed potatoes, cheddar cheese, sour cream, eggs, milk, salt, and pepper until smooth.
Grease a muffin tin or line with cupcake liners.
Spoon the mashed potato mixture evenly into each cup.
Top each one with a sprinkle of shredded cheese, bacon bits, and chopped chives.
Bake for 20–25 minutes, or until the tops are golden and set.
