1. Activate yeast: In a mixing bowl, combine warm water, sugar, and yeast. Let sit for 5–10 minutes, until bubbles form.
2. Mix the dough: Stir in warm milk, yogurt, 1/4 cup vegetable oil, and minced garlic. Add flour, baking powder and salt and mix until dough forms.
3. Knead the dough: Place the dough on a lightly floured surface and knead for 3–5 minutes until smooth and elastic.
4. Let the dough rise: Lightly oil a clean bowl, place the dough in it, cover and let rise for about 1 hour or until doubled in size.
5. Shape and bake the naan: Divide the dough into 10 equal pieces and roll each piece out into an oval shape. Heat a greased skillet over medium-high heat. Place one naan in the pan, bake until bubbly, then flip and bake until golden brown. Repeat with the remaining pieces.
6. Garlic butter topping: In a small bowl, mix together melted butter, minced garlic and chopped herbs. Brush the warm naan bread with this mixture before serving.
